The CHUAC is a committee established by DOT&PF and MOA, and is one of many tools that will be used during the H2H project to provide public input into the NEPA process. The CHUAC is not a decision-making body, but the perspectives of its members will inform the decision. Project decisions will be made by the Federal Highway Administration (FHWA) and the Alaska DOT&PF through the NEPA process.

How does the CHUAC operate?
The CHUAC will meet on a regular basis to provide input and information to the project team in a forum that allows members to speak honestly and respectfully, and to listen with an open mind during interactive discussions. The CHUAC will operate based on basic NEPA principles of transparency and objectivity.
What kind of information will the CHUAC provide?
Potential CHUAC meeting topics might include community values, transportation needs, the project’s purpose and need, alternative routes, financial feasiblity, impacts, and other NEPA-related topics.
How will this information be used?
The information collected from the CHUAC will go to the H2H Study Team as input to the NEPA process. All information will be documented in the project files and substantive issues raised by the CHUAC will be addressed in the Environmental Impact Statement (EIS) or elsewhere in the process.
Who is on the CHUAC?
The CHUAC members represent a broad range of perspectives and geography for the H2H project. CHUAC members represent various interests including transportation modes, businesses, historic preservation, schools, regional commuters, tourism, land use, and conservation. Study Area Neighborhoods are also represented on the CHUAC.
How often does the CHUAC meet and are the meetings open to the public?
Meetings will be held at major project milestones to provide representative input into project decisions. It is anticipated the CHUAC will meet every other month over the next year.
